In order to optimize and adjust the transportation structure, win the battle to defend the blue sky, better leverage the backbone role of railways in the comprehensive transportation system and its green and low-carbon advantages, promote the introduction of railways into ports, large industrial and mining enterprises and logistics parks, and solve the "last problem" of railway transportation. 1.Importance

Dedicated lines are important facilities to solve the "last mile" problem of railway transportation. They play an important role in reducing short-distance transfers, exerting comprehensive transportation efficiency, and improving economic and social benefits.In recent years, relevant departments, local governments and enterprises have adhered to the main line of supply-side structural reform, in accordance with the requirements of high-quality development, strived to improve the level and efficiency of comprehensive transportation services, actively promoted the development of multimodal transport with railways as the backbone, and vigorously developed railways. Dedicated lines, implement the action plan for connecting rail-water intermodal transport facilities in ports on the Yangtze River trunk lines, open up the "last mile" of railways, smooth the "microcirculation", and the effects of structural adjustments such as "road-to-rail" and rail-water intermodal transport are initially showing.In order to better implement the relevant requirements of the "Notice of the General Office of the State Council on Issuing the Three-Year Action Plan for Promoting Transportation Structural Adjustment (2018-2020)" (Guobanfa [2018] No. 91) and further increase railway freight volume, there is an urgent need to speed up the railway The construction of dedicated lines is progressing to achieve efficient connectivity and seamless connection between railway trunk transportation and important ports, large industrial and mining enterprises, logistics parks, etc.

2. Overall requirements

(1) Guiding ideology.

(2) Development goals.

3. Key tasks

(4) Synchronous planning and construction.

When planning to build new passenger and freight shared lines and dedicated freight lines, the access needs of dedicated railway lines along the line should be fully considered, the direction and connection conditions of the dedicated lines should be demonstrated simultaneously, and dedicated railway lines should be encouraged to be planned and designed simultaneously and completed and opened at the same time. If the conditions for simultaneous implementation are met, the newly built railway must provide favorable connecting conditions, and supporting connecting stations should be constructed according to the capacity of the dedicated lines . If the conditions for simultaneous construction are not yet met, the newly built railway should make reservations for connection conditions.Combined with the construction of new railway lines and the capacity expansion and transformation of existing lines, encourage the implementation of relevant transformation of existing special lines as needed, revitalize the resources and transportation capacity of existing special lines as much as possible, and improve utilization efficiency . In principle, the new container and bulk cargo operation areas at major ports will be planned and constructed simultaneously with the inbound railways.

(5) Reasonably determine standards.

On the premise of ensuring safe and smooth transportation, the construction level and technical standards of newly built, reconstructed and expanded special railway lines should be reasonably determined, and post-station facilities and equipment should be configured economically and appropriately. Special railway lines give priority to reused rails and sleepers, and traction power supply can use a single external power supply or a single traction transformer. Special lines for handling coal and other special lines that are prone to dust pollution should be equipped with green environmental protection facilities.It is not allowed to arbitrarily adopt design upper limit standards and configure irrelevant facilities and equipment, so as to reduce the cost of special lines from the source and effectively reduce the burden on enterprises. The location selection of dedicated lines must comply with land spatial planning , reasonably avoid permanent basic farmland and ecological protection red lines, and conserve and intensively use land.

(6) Simplify the integration conditions.

When a relevant enterprise puts forward a request for connecting a special railway line, the railway enterprise to which the connecting station belongs should accept it unconditionally and is strictly prohibited from setting thresholds or refuse to accept it. The connecting station should be adaptively transformed in accordance with the principle of smooth connection. In principle, the connecting point is used as the boundary, and the railway enterprise will transform the connecting station and related facilities and equipment according to needs and bear its investment.When a dedicated railway line is connected to a busy trunk line or a railway station with a designed speed of 200 kilometers per hour for passengers and freight, factors such as transportation safety, throat passing capacity, and project cost should be taken into consideration to fully demonstrate the necessity and construction timing of setting up decentralization lines; and other line stations When connecting, in principle, no relief lines are set up.

(7) Compress the processing time limit.

The review of preliminary design, construction drawing design, etc. is at the discretion of the enterprise.Reasonably shorten the early work cycle of dedicated railway line projects, simplify the design procedures, and improve the efficiency of approval. Except for projects with complex engineering geology and high technical difficulties, in principle, construction drawing design can be carried out directly after feasibility studies .

(8) Innovative operation and maintenance model.

Private line property rights units make independent decisions and carry out operation and maintenance in accordance with market-oriented principles, and can adopt self-operated, entrusted operation, etc. methods. Further open up the dedicated line operation and maintenance market, allow engineering construction , equipment manufacturing, social logistics enterprises, etc. to participate and provide related services, and encourage the establishment of regional and specialized railway dedicated line operation and maintenance mechanisms and enterprises.If special lines are entrusted to railway enterprises for operation and maintenance, railway enterprises should actively adopt the integrated production organization model of rolling stock, engineering, electricity and supply, centrally and intensively set up production and living facilities, coordinate the use of maintenance equipment, reduce operating expenses as much as possible, and at the same time refer to their own operations The internal cost control quota for relevant operations shall be reasonably determined based on equal consultation. If the special lines are operated and maintained by the property rights units themselves, the railway enterprises must strengthen guidance to ensure that relevant national standards and regulations are met and transportation safety is ensured.

(9) Optimize transportation services.

Railway enterprises should accelerate the change of concepts, proactively connect and service enterprises at their doorsteps, optimize service processes and transportation organizations, reduce intermediate short-distance transfers, simplify operation links, standardize charging behavior, improve the efficiency and quality of transportation services, and strengthen cooperation with ports, shipping and other enterprises. Promote the collection and distribution of bulk cargo and containers through railways at ports. Combined with the demand characteristics of entrusted special lines, formulate targeted transportation plans, encourage enterprises to sign long-term agreements, and give priority to meeting the transportation needs of special lines.Encourage railway enterprises to strengthen cooperation with dedicated line property rights units and third-party customers, negotiate and formulate full logistics plans, provide customers with more direct, more convenient and more efficient services, and promote the transformation of railway freight to modern logistics. Accelerate the improvement of public information exchange and sharing of multimodal transport with a focus on rail-water transport, and realize the interconnection and sharing of rail-water transport information such as railway trains, loading and unloading trucks, cargo in transit, arrival advance reports, port loading and unloading, cargo storage, and ships entering and leaving the port.

(10) Improve comprehensive benefits.

Encourage railway enterprises, relevant enterprises and local governments to strengthen cooperation, promote the joint construction, share and share of special railway lines in accordance with market-oriented principles, standardize line use, transport service charging items and standards, clarify liquidation rules, standardize the price behavior of special lines, and establish a system to adapt to market changes. It will establish a flexible and dynamic adjustment mechanism for freight rates, enhance the competitiveness of the special railway line transportation market, formulate a charging method for the operation and maintenance of special railway lines, and make it public to the public.Strengthen the coordination of production, transportation and sales, develop multi-level transportation service products, improve the utilization efficiency and comprehensive benefits of dedicated lines, better leverage the advantages of railway transportation safety, energy saving, and environmental protection, and promote the adjustment and optimization of transportation structure.

4. Measure requirements

(12) Increase support.

Railway enterprises should strengthen market and service awareness, optimize services in connection procedures, plan review, project construction, operation and maintenance management, transportation organization, safety guarantee, etc., and proactively disclose relevant information to the public in a timely manner. Relevant local departments should simplify the approval procedures and provide active support in the processing of essential requirements, project approval, construction permits, and guarantee of land use indicators.The Ministry of Natural Resources will increase support for land and sea use for dedicated railway lines, include key support projects in the pre-examination and acceptance scope for occupying permanent basic farmland, and ensure sea use needs for projects that comply with sea area management laws and regulations and reclamation management policies. The National Railway Administration will work with relevant departments and units to speed up the formulation and improvement of standards and regulations for dedicated railway lines, strengthen industry quality and safety supervision and management, and promote the safe and high- quality construction of dedicated railway lines.

(13) Expand financing channels.

  Comprehensively open the market for investment, construction, operation and maintenance of special railway lines, and support various market entities to jointly build special railway lines through equity cooperation in accordance with market-oriented principles. China State Railway Group Co., Ltd. will strengthen equal consultation and mutually beneficial cooperation with relevant enterprises and actively participate in the construction of special railway lines. Encourage financial institutions to increase their support for financial services for railways and multimodal transport enterprises, actively guide social capital to participate in the investment and construction of special railway lines in various forms, and study further increasing the support of central and local fiscal funds.

(14) Strengthen supervision and guidance.

Based on development needs and economic and social benefits, a number of key projects for special railway lines to be implemented first from 2019 to 2020 were sorted out and proposed.
